Norfolk Association of Village Halls

Information from Breckland Meeting on 2 February 2005

Breckland Council Support for Village Halls

The meeting was addressed by Rachel Leggett who is a colleague of Tony Needham. Tony was unable to attend as he has a broken rib.  I have copied the handout of the presentation slides and have numbered them for comment.

Slide 5 – Tony Needham has already suggested we apply for a further grant under the Appraisal scheme.

Slide 6 – When we start getting professional advice, eg an architect, we can get an estimate for the costs and get 50% from Breckland up to a maximum of £500.

Slide 7 – Actual amount will not exceed £20,000 and normally 10%-20%. Locally (community) raised funds impress the council. Rachel didn’t detail the Council Objectives so I have copied them from the Breckland Council web site.

Key Objectives - The Overall Vision For Breckland

For the Community from the Community

2003-2010

"To make Breckland a better place by listening to people's needs and to enable solution which enhance their quality of life"

To achieve this, it is essential that Councillors and Management direct and co-ordinate the efforts of all portfolios and that each one of our employees is fully involved and given the satisfaction of working as part of a successful and positive team.

Our principles are:

Participation

Partnerships

Performance

The Council's priorities are as follows:

A well planned place to live which encourages vibrant communities

A safe and healthy environment

A prosperous place to live and work

Council Objectives:

Working towards the provision of decent homes for all residents

Reduce deprivation in the area

Ensuring Breckland Council provides the right facilities and services to meet the needs of residents and business (lead Portfolio)

Engage young people in their community, local services and facilities

Enabling equal access to services and facilities including transport (lead Portfolio)

Reduce the fear of crime

Reduce risks to public health

Promote healthy lifestyles

Sustain jobs and encourage new business Strengthen the local skilled workforce by encouraging more residents to take up learning opportunities

Slide 8  - the application process takes 10-13 weeks approx. The Project Appraisal Group may ask questions about the project which can cause a little delay. Once passed by the Executive management Board unlikely to be turned down.

Slide 9 – This is an internet based search that Tony is going to do for us but it will soon be available on Breckland’s web site so that anyone can do a search. I suggested that Breckland list details of all Village Hall projects and grants on their web site and Rachel agreed that Breckland funded projects could be listed and will take the idea away.

Slide 10 – We are doing this with Tony already.
